After the meeting is convened, the Mass Transit Department Board shall consider the following items no sooner than the designated time, but may consider them at a later time:

CALL TO THE PUBLIC – PUBLIC COMMENT

 

This time is reserved for members of the public who would like to address the  Mass Transit Department Board on items that are not on the Mass Transit Department Board Agenda.

 

A sign-up form is available on line at http://www.elpasotexas.gov/municipal-clerk/forms for those who wish to sign up in advance of the meeting date.  A sign-up form is available outside the City Council Chambers at the City Clerk table for those who wish to sign up on the day of the meeting.  Requests to speak must be received by 9:00 a.m. on the date of the meeting. 30 Minutes total is allotted for speakers. Three to five minutes may be allowed for each speaker.

 

NOTICE TO THE PUBLIC

 

All matters listed under the CONSENT AGENDA, including those on the Addition to the Agenda, will be considered by Mass Transit Department Board to be routine and will be enacted by one motion unless separate discussion is requested by Board Members.  Prior to the vote, members of the audience may ask questions regarding items on the consent agenda.  When the vote has been taken, if an item has not been called out for separate discussion, the item has been approved.  The Mass Transit Department Board may, however, reconsider any item at any time during the meeting.

CONSENT AGENDA-RESOLUTIONS

 

       Goal 7: Enhance and Sustain El Paso's Infrastructure Network

 

6.            That the Mass Transit Board approve a Resolution authorizing the City Manager be authorized to sign a Sun Metro Bus Maintenance Terminal Maintenance Bay Lease Agreement between the City of El Paso, Texas as a landlord and First Transit, Inc., a Delaware corporation as the tenant for the real property located at 700 A San Francisco Street, El Paso, Texas 7990. The term of the lease expires December 31, 2020. The yearly rental amount is $59,186.16.

REGULAR AGENDA

 

7.            The linkage to the Strategic Plan is subsection 7.3 –  Enhance regional comprehensive transportation system. Sun Metro is procuring the services of Genfare to provide for the implementation of an initial visual validation mobile pay process.  Pay app should be available to all modes, Brio, Streetcar, Fixed Route and Paratransit (LIFT).  Based on initial usage activity the intent is to upgrade to an automated verification process and an individual account reloadable card systems.  Initial cost will be based on the number of sales transactions.

 

Award Summary:

Discussion and action on the request that the Mass Transit Department Board authorizes the City Manager to execute a Subscription and Support Agreement between the City of El Paso, through its Mass Transit Department, and SPX Corporation dba Genfare, for the Subscription to Genfare’s Mobile Link Services. The term of the agreement is for 3 years and the contract price is for 4.88% of the revenue of each mobile ticket purchased through the Mobile Link, with the stipulation that the vendor provides an updated sole source letter and affidavit each year.

In addition, it is requested that the City Attorney’s Office review and that the City Manager be authorized to execute any related contract documents necessary to effectuate this award. In accordance with this award, the City Manager or designee is authorized to exercise future options if needed.
