After the meeting is convened, the Mass Transit Department Board shall consider the following items no sooner than the designated time, but may consider them at a later time:

*At any time during the Mass Transit Department Board meeting, the Mass Transit Department Board may meet in executive session pursuant to Section 3.5A of the El Paso City Charter and the Texas Government Code, Chapter 551, Subchapter D, to discuss items as permitted by law.

 

 

CALL TO THE PUBLIC PUBLIC COMMENT

 

This time is reserved for members of the public who would like to address the Mass Transit Department Board on items that are not on the Mass Transit Department Board Agenda.

 

A sign-up form is available on line at http://www.elpasotexas.gov/municipal-clerk/forms for those who wish to sign up in advance of the meeting date. A sign-up form is available outside the City Council Chambers at the City Clerk table for those who wish to sign up on the day of the meeting. Requests to speak must be received by 9:00 a.m. on the date of the meeting. 30 Minutes total is allotted for speakers. Three to five minutes may be allowed for each speaker.

 

NOTICE TO THE PUBLIC

 

All matters listed under the CONSENT AGENDA, including those on the Addition to the Agenda, will be considered by Mass Transit Department Board to be routine and will be enacted by one motion unless separate discussion is requested by Board Members. Prior to the vote, members of the audience may ask questions regarding items on the consent agenda. When the vote has been taken, if an item has not been called out for separate discussion, the item has been approved. The Mass Transit Department Board may, however, reconsider any item at any time during the meeting.

5.        Resolution authorizing the Chairman to sign the First Amendment to Interlocal Agreement for Project Reimbursements by and between the City of El Paso and the Camino Real Regional Mobility Authority to allow for the reimbursements from the Camino Real Regional Mobility Authority to the City for Launch Event Services expenses related to the commencement of Streetcar Revenue Service.

Strategic Goal 7: Enhance and Sustain El Paso's Infrastructure Network

 

6.        The award of Solicitation No. 2019-626 Slip Base Plate & Square Post to Xcessories Squared Development & Mfg. Inc. for an initial three (3) year term estimated award of $218,137.50. The award of this contract will allow Mass Transit Department (Sun Metro) to comply with the Texas D.O.T. mandate for breakaways and poles for Bus Stops and Shelters and enhance accessibility and identification of said stops for the visually impaired.

 

Contract Variance: The difference in cost, based on the comparison from previous contract, is as follows: An increase of $76,117.50 over the three (3) year initial term, 54% increase compared to the previous contract due to increase in items and quantities.

REGULAR AGENDA

 

Strategic Goal 7: Enhance and Sustain El Paso's Infrastructure Network

 

7.        Discussion and action on the request that the Director of the Purchasing & Strategic Sourcing Department be authorized to issue a Purchase Order(s) to SPX Corporation dba Genfare, the sole source and authorized distributor for fare collection hardware, software and technical services. Sun Metro seeks to enter into a support agreement with Genfare-SPX for software and hardware maintenance and support requirements currently paid on a per ticket or per hour basis. Support will be for the fare collection system reporting manager, farebox and ticket vending machines functions. Agreement includes a needed fare collection system upgrade that will provide more Ad-Hoc type reporting while updating current delivered reports to enhance their data results.

 

CONTRACT VARIANCE:

The difference in cost, based on the comparison from previous quote is as follows: A decrease of $40,000.00 over the three (3) year initial term, 29% decrease compared quote provided last year for the same service.
